Hack Points are rewarded for reaching higher Hack Levels. You obtain one point per level. You can increase the amount of points earned per level with Portal upgrades. The cost per purchase remains static after iterative purchases. Hack Points are automatically granted when the Hack Interface progreses to a new Hack Level and can be spent immediately with no need for collection.

Purchase your upgrades dependant on how you buid your hacking nodes. If you use Payload Damage and Critical Payload chained, invest in the upgrades that benefit that strategy, such as Payload Damage, Breach Speed, Critical Chance, Critical Multiplier, Sneak Attack, and Spoil.
If your strategy is heavily dependant on [Infection Damage], invest in upgrades, such as Breach Speed, Infection Damage, Infection Specialist, Sneak Attack, and Spoil.
Spoil increasing breach rewards by 100% and Sneak Attack increasing breach time by up to 5 seconds are a must for 25 Hack Points for most, however during your first playthrough, these are often times unneeded or even hurtful. They benefit far further along your Hacking journey.
